The COVID-19 pandemic has brought an unprecedented challenge
for all levels of government and societies, with devastating multidimensional consequences, enhanced by the spill overs and interlinkages between our economies. In only six months it has transformed into a dramatic global health, social, economic and financial crisis, affecting directly or indirectly our everyday activities and capacity
